I'd do both. If the City of Greyhawk can grow into a world and then the 
Adventures in Wildspace boxed set can grow it into a sphere, then I think we 
could do the same thing for any city.

Time isn't a big issue with a groundling world. Just look at the Dragonlance 
Campaign Setting. It is based on a planet with several continents, but most 
of the development has been in Ansalon. Time of the Dragon and Outlands 
provide some information about the rest of Krynn, but there are still areas 
where we know nothing.

Why couldn't the same approach be made when *we* build a planet around a 
product line? All we really need to do is make a very short description 
(from information we can infer from the commercial product) and make it 
clear that spacefarers usually only want to visit the location described in 
the commercial product.

I know that wouldn't be enough detail for a long term campaign, but as I 
said before, we don't need to do better than the Lorebook of the Void 
descriptions of worlds in our initial descriptions.

Don't forget that many product lines actually describe more than one 
location, so you could use a product line to give you a groundling world 
with 3-10 cities that spaceferers visit.
