Netheril got there around -2.5k years ago, but Greatspace was still planet-bound until about -700 years ago or so. Yes and no. I think their primary goal is keeping enemy races from spreading, not an unreasonable goal. I also sorta view it as their "fleet" was thin, almost unknown, prior to UWI. During the -20k to -5k timeframe, they may have had only a few ships in all of Known Space, perhaps even centuries where there was none at all. Its only been in the last 5,000 years or so that they've taken an interest in the area & started seriously colonizing local planets.
