Its in chapter 3 of SJA3 Crystal Spheres. Look at the "Faeriespace Society" 
section on page 18, the "Vastdarken" section on page 19 and the "Interaction 
of Upgood and Vastdarken" section on pages 19-20.

The word is said to be a faerie word that has no translation into common. J. 
Paul LaFountain uses it to mean two (and maybe more) apparantly conflicting 
ideas.

I think that if we expand Faeriespace, we will need to expand "shrakma".

(It is also a tool that allows the DM to create or explain anything unusual! 
LOL)
