They're identical to the Racial Paragon levels in Unearthed Arcana. I  
think he said Jesse Decker, Andy Collins, and Charles Ryan wrote the  
racial levels for the PHB races after seeing how he did racial levels  
for the Arcana Unearthed races. At least one of those guys was still  
working for WotC at the time, and that's how they ended up in  
Unearthed Arcana.

Oh, and since Unearthed Arcana was OGL, you should be able to find a  
copy of them in some of the online SRD resources, like d20srd.org or  
something.
