You're thinking of Cavorite:  http://en.wikipedia.org/wiki/Cavorite

It is indeed from Wells' "The First Men in the Moon".  Some Cavorite  
also appears in Alan Moore's "The League of Extraordinary Gentlemen",  
wherein Prof. Moriarty comes to a rather unfortunate end by taking  
hold of it.
