Well, I'm actually going to use it in the cartoon strip, to explain some
of the songs Randelly and others will sing ;) (no, not frikkin' Nirvana
etc, lol, I'll use some of our world's ballads/silly dities etc)

I made it up on spur of the moment, so, do with as ye want ;)

I was thinking it's one of those bizarre cross planar instruments,
possibly made by  Githzerai, or some far weirder being, and is able to
"tap into" other Planes for artistic inspiration.
-What the "1/week song" is, is entirely up to the DM, it could give the
chance to swap out a bard spell, or exchange bard abilities, give new
information, a special song that adds a bonus to perform skill, some
bizarre and dangerous function (like Summon Swarm on self), or most
oftenly, just a fun new song ;)
