Heh, that's kinda how I view him, too.  But by the
Cult, I mean he's insanely popular with the Vodoni
citizenry.  Think something like Stalin: someone who
could send thousands to slave labor camps, and they'd
STILL sing his praises until the day they die.  That
sort of thing.  Were he to try, he could probably rise
to demipower easily, possibly higher, but doesn't. 
Haven't decided why yet. :)
