I'm not sure if this is within Vulkaran's character, especially since  
even mention of the gods under his regime is punishable by genital  
mutilation. While Vulkaran is, as UTDF puts it, "megalomania  
incarnate," I don't see him as the type to deify himself. My vision  
of him has him consumed by a kind of open contempt for gods and  
religion; he's proud of himself and his own accomplishments, a real  
pulled-himself-up-by-his-bootstraps kind of guy. If he does have a  
cult of personality, it shouldn't be focused at all on making him out  
to be a god. It should have a slightly different angle to it:  
Vulkaran is better than the gods, because he worked to be so.

But, that's just my take.  :-p
