See, I dunno. The IEN-Federation parallel is not really a complete or accurate one. The two organizations don't really resemble each other at all, since the IEN is sort of overtly racist, secretive and openly militarized, whereas the Federation is ostensibly open to all and maintains the pretense of its starfleet as one of "exploration."
