Ah.  I think you might have missed an important
plot-point with the Savage Tide: 

[SPOILER]
There is a total of 40+ pearls scattered in just about
every major city on the world <greyhawk>.  There
really isn't time to track them all down; to stop the
Tide, the PCs have to defeat Demogorgon.  Basically,
he's sitting on the Big Red Button, so the PCs have to
go to his evil lair and put a stop to his evil plans
:D

So in other words, there'd be not 3 pearls, but
dozens, perhaps hundreds, scattered across the sphere.
 Such that the PCs & their allies could never hope to
find them all.  So there'd be one in Dragon Rock, a
few on Selune, and one in pretty much each and every
major port.  Such that if they go off, civilization
comes crashing down around the PCs.
