You might also consider mixing things up a bit. 
Example: NPCs might be part of both FR and PS groups;
you could have an NPC Zhent who is also a member of
Harmonium (or another Lawful group).  

Other than that, I'd steer clear of formal colonies,
and instead opt for a "free city" approach.  Many
powerful NPCs, but they act as independants rather
than as agents for some nation.
