I instituted a magic item solution: A Gravity Rune maintains the ship's
gravity plane within the confines of the hull (as long as the hull is
60%intact). This means you can be parked on a field outside Waterdeep, but
the lower decks still have reversed gravity. Generally offered as a pcakage
deal with the helm. Available only from the Arcane/Mercane.

Saves a lot of headache and makes for good ambush scenes when groundlings
board...
