If someone started one it would get a short burst of material, perhaps, and inevitably would then sit orphaned on the internet half-completed. Instead of massive, grand plans that require dozens of fans to get involved, go with one, small project. A pdf publication. All the best Spelljammer fan-created material came about that way. Lots of small projects completed over the years add up to some really decent stuff. Remember, it's a hobby. Not a job or a charity. People do this in their spare time.
