Maj Space: Hydwn + Isis updates

A new world, Hydwn, has been spec'd for Maj Space, and this is
currently in the form of a second draft.

A new section on Military Servants has been added to the Near
Empire (scro) part of Isis, and a new section on Construct
Servants has been added to the Oreth Republic (elf) part of Isis.

A spec has been written for Squerth, the most complex Oreth
constructs.  They could be used as (LA +6) PCs.

A start has been made on a list of Ships for Maj Space, with the
ORN "Excusable Mistake", a very strange Q ship/pirate hunter. 
This really needs a crew adding.
