I think it highlights what happens when you start
muddling with spells (depowering them), but don't look
at how it affects monsters using those spells.  The
points made really say more about "the ogre magi is
weak because all of its spell abilities, which once
were pretty impressive, have been nerfed to the point
of useless" than "the ogre magi has always been weak".
 :p

Just replace their depowered spells for more powerful
versions (which more closely resemble the original
AD&D spells) and the ogre magi is fine :)
