It makes sense to me. I think the energy used by a priest of Thor would be a little different vibration from the one used by a priest of Loki. I always assume that gods get part of their energy from worshipers. The larger the followers, the larger the magic energy they can hand down as miracles or magic used by their priest. I think that when a priest scribed the magic to a scroll that the same energy is preserved until released. I think that a priest of Loki would not understand fully how to release that energy in a controlled manner. I might give him a chance of as a thief chance in using a magic item. Failure to properly release the energy might cause serious damage or consequences. I also propose that certain scrolls would only work in specific areas (wildspace/flow) or plane, if their magic is restricted by area of use.
