Sounds reasonable.  You are fooling the Anvil Helm into thinking
that you are a dwarf, by using your UMD skill to generate the
right sort of creative energy.

It always does SR 2, i.e. it doesn't care what level you are, and
there is no way to make it faster.  Seemed to fit the dwarven
style - straight-forward and dependable, slightly better than the
minimal SR 1, not as fast as the 'standard' SR 3.
