The general idea is that they are optionally silly.

In most cases the dwarves of the Belt will appear to be normal
dwarves - stolid, hardworking, fond of their drink.  However,
people will notice the strange hair styles, and who look below
the surface may find out more about their views of how the
universe and reality works.  Possibly more than they wanted to
know...
