The latest (and hence according to WotC's own statements about superceding the most official) description is the 18 page chapter on Neogi in Lords of Madness, which is 3.5e. This includes a section on their anatomy which does not, alas, address if and how they breath, but does describe them as "warm-blooded creatures similar to mammals" -- apparently they only look like spiders. It also says their forelegs have claw-like vestigial thumbs, so it looks like they do have something to gesture with. They also now have a supernatural ability to magically Enslave three times a day, which is like a dominate monster spell. I think this is simplistic reasoning of the line "Well, they're slavers, so they must have a magical ability to enslave creatures." Pfui!
