Because the rules don't support neogi being
non-breathers.  The only evidence of this is a single,
throw-away reference.  The neogi monster entry in no
less than 4 books make no mention of this; it would be
a significant ability (immune to all gas-attacks, for
one), so much so that it would be noted, especially in
3e sources.  If a DM wants to make them not breathe,
he's more than welcomed to, but I see no evidence to
officially make that so.
