Surf over to the Hypertext 20 spell list to look at how the SRD does spell 
chains (spells that do the same thing at a higher level - for anyone who 
doesn't know):

If you compare spells like "Invisibility", "Invisibility, Greater" and 
"Invisibility, Mass" you can see how they only mention the changes to the 
root spell. That could help when writing 3e conversions of Create Minor Helm 
and Create Major Helm.

I'm not so sure if spell chains would help for the conversions of Enhance 
Manueverability, Decrease Manueverability, Enhance Raiting and Decrease 
Raiting because they are all doing slightly different things. Have a look at 
Slow and Haste (which would probably have been one reversable spell under 
2e):

I suppose that you could use the text of haste as a template and then 
"spelljammerfy" it into the Enhance Raiting and Enhance Manueverability 
spells. Then take the text of slow and do the same for Decrease Raiting and 
Decrease Manueverability spells.

For example the sentence just before the Material Componant section says:

"Multiple haste effects don’t stack. Haste dispels and counters slow."

That can turn into:

"Multiple raiting enhancing effects don't stack. Enhance raiting dispells 
and counters decrease raiting."

or

"Multiple manueverabilty enhancing effects don't stack. Enhance 
manueverabiity dispells and counters decrease manueverability."

I think it is always worth looking at the wording of the nearest SRD spells, 
to see how they have

* = I just made up "spelljammerfy" - it means replace the original crunchy 
bits with the nuts and bolts taken from the pre-conversion 2e SJ spells.
