I really need to rename this class, it has nothing to do with the Complete
Spacefarer's Handbook Helmsman type.  Liek I said up the comment chain, this
was a just a riff on Dreamer's throwaway comment about a Helmsman PrC.

Let's not be too literal minded here.  If we go back to the first post for
this class, we see:

"The Helmsman is someone with magical talent who has chosen to express their
talent entirely through their ability to power and operate Spelljammer
helms."

So, in a sense, they *could* use spells, they just don't.
