Well, given the person with the abilites is stuck sitting in one place and
can't throw spells, it's not so bad.  Admittedly, it gets a bit worse when
the Helmsman has a Crown of the Stars, but still there's only so much they
can do with it.

I was thinking that they could not cast it again until the minor helm was
dispelled or expired.  So a Helmsman could only create a single helm at a
time.

Maybe if it cost 100 XP per point repairs?
