    Realmspace has Evermeet, the single most important nation of elves
anywhere (said half-sarcastically :) )  But seriously, Realmspace does have
more enemies to contend with (Coliar, Glyth, and H'catha), so it does make
sense to put your fleet where its needed.  Krynnspace is more remote,
therefore a bit safer, than Realmspace and thus needs a smaller fleet.

    I'm not sure population is the only factor, but an important one
(there's a line to the effect that "if a sphere has no native elves, a
single MoW is enough for an elven 'presence'".  I'm sure strategic locations
are just as important, so a sphere might have a large fleet, even if there
are few elves, because its at some chokepoint or near an enemy outpost
(Falx, for example).

    I've learned a bit in this area when I began the whole "Moon of the
Month" articles.  When writing a moon, I basically look at things like "why
would adventurers want to come here?", "does this place have SJ facilities,
and if not, does it have something that would bring in traffic?", and "what
does this place have to offer the rest of wildspace?"
