I disagree (respectfully). I have seen many campaigns using many
different settings where the party ended up with a ship due to DM
artiface. The tried and true inheritance, winning it in a card game,
and many other plot devices can put a ship/helm within reach of the
PCs.

I think that in the final analysis the setting was never given the
attention it deserved as far as editing and marketing goes.
Inconsistent quality of suppplements, a failure to properly promote it
and many other problems are at the root of its lack of popularity.
>From waht I gather (possibly wrong, someone more knowledgeable please
comment) the original boxed set was intended to be a one shot. Sales
dictated the development of the supplements, although they were not
enough to keep it alive in the long run.
