Yes! It is like a Yixing tea pot, the more you use it
to make tea (one type of tea leaves), the better it
gets. There are times when you can pour only boiling
water and a it will produce a weak tea. I think helms
can be saturated by energy that you can coax it to
function beyond it's recorded parameters. Any helping
agent that does not contradict the function of the
magic should help reduce the cost of magical energy
being spent on the item.

You never know about players and how they can make a
crazy idea seemed reasonable. In desperate times, you
sometimes have to hide the rule books to accommodate
them for better role play. If an oil of enchantment
might make the difference of getting off a planet, to
having that 30th-Level archmage rescue the beleaguered
party, I choose to let the oil work a little better
than described in a book. In the case of one of our
DM, after the last failed roll of the party to create
an emergency helm, he would turn to players and say,
"okay time to roll new characters."
