Of course there is: http://www.romsys.demon.co.uk/frpg/enchant/index.htm but, that was really done for Original DnD... I am always reluctant to introduce a mechanic just for a particular setting, and I suspect that a 'Craft Helm' Feat would fall under that heading, if my limited understanding of 3e mechanics is correct. Maybe it could be folded into a 'Create Greater Wonderous Item' Feat, which is on the way to a 'Create Artifact' Feat?
