I think that either count helms as wonderus items and use the feat or
add a 'craft helm' feat would work better than higher and higher level
spells. Fits with the 3e\3.5 creation rules better...you'd still need
the create X helm spell as a prereq but I think it works better than
just the Helm spell + Permancy..
