    Can work.  Depending on your PC resources and how badly they need to get
underwater, I'd put the charge somewhere between 5,000 gp and 45,000 gp,
with a preference towards the lower end of the scale (10,000 gp sounds
pretty fair to me, without knowing what resources the PCs have).  An
alternate is to go cheap (say 100 gp per ton, so 4,500 gp for your Triop),
but applications must be reapplied annually.  I wouldn't, however, make the
tar make the ship immune to weapons; it only works against water pressure
(don't let those PCs rules-lawyer ya! ;)
