    It really shouldn't take too much to make a ship fully submesible.
There are three big problems: water pressure, make the ship watertight, and
movement.  A helm takes care of movement.  Making a ship watertight
shouldn't be too difficult, although you might end up with only a couple of
hatches.  The big obstacle is water pressure, a killer even today.  But
there are almost infinite possible resources in wildspace, so a good DM
could just do some handwaving and create a wood or metal that renders a ship
immune to the effects of underwater pressure.  Or perhaps you could have an
airy-water effect surrounding the ship, in essence making the ship immune to
pressure.  Or a layer of a tar-like substance that mimics the effects of a
wall of force.  Etc.
