Also pirates would not take ALL the cargo: just the best stuff. If they
take ALL the stuff then the merchant will likely go out of business. If
you take MOST of the stuff the merchant will likely come back so you can
take MORE of their stuff. Remember the rout has to still be profitable
or no one will take it, so a good number of ships still have to get through.
