a good thought. i assume the "nobody" knows that garden is a pirate haven
because the pirates mostly hunt the inner planets and leave the area around
their hiding place alone. that way they don´t maky anybody think about
garden as their base. enter the 100 mages there as allies: even if someone
combs the asteroids for pirates, they´d surely pay the mages on templar(1)
a visit:
EIN officer: "...happen to have seen any pirates here around lately?"
guild mage: "what, HERE?¿? nope." *lights pipe* "we´re here in the middle
of nowhere, you know. that´s why we´ve chosen templar in the first place"
*grins at the officer*

btw, one of the asteroids ("peaceon") WAS an elven base: "Peaceon, a planar-
shaped planet(2), was once a stopping point for spacefaring elves. The moon
has long been deserted, but its lone building still stands in perfect
condition".
- WHY and HOW LONG has it been deserted? "long" in human or elven terms?
- what does the building look like?
- what´s the elven attitude towards their old base (goes together
with "why")? do they use it from time to time (don´t think so), do they
still see it as their property; would they object when they find someone
else occupying it?
i prefer to see garden in _my_ campaign (though discussions on the list are
a different thing) as a secure hideout for them; every powergroup needs
such a thing, and the pirates _are_ a powergroup.
another possibility for pirate havens would be in selune´s tears
themselves, although on a very small scale: when encountering heavy patroul-
activity, a freebooter could hide in an asteroid until the danger is over.
(1) these 100 mages on templar... they well-nigh beg being made into
something more!
- the REAL power behind the pirates. that could explain why the raiders
heven´t been discovered and exterminated yet: the mages enspelled their
ships with non-detecting dweomers.
- a loose ally of the pirates: sometimes helping in arcane matters (new
magical spelljamming equipment for example), identifying magic items
(although that could as well be done by the pirates helmsmen on during
shore leave) and at times commissioning the pirates to procure this or that.
- perhaps they are only a front of the pirates base: who told us that there
_really_ are about 100 mages? when did they ever line up and have been
counted? all that a visitor would see are a couple of real mages (the
pirates helmsmen on shore leave) and several dozend pirates, dressed up and
acting like wizards in the backgorund as "supernumeries". only close
scrutiny would reveal the hoax, and i don´t see a _visitor_ having the
opportunity to get a closer look without the pirates noticing (mass- esp
barred) ...i really like that idea... ;o)
