Just a thought, but since garden is a forest world,
and elves are forest spirits underneath it all, even
if the EIN could not get a ship in after the pirates,
couldn't they drop of some "hunter" crews to track the
pirates by moving over the forested branches of
Yggdrasil's Child?  Elves should have no problems
tracking anything through a forest, or locating hidden
pirate camps.
