Given that Garden is a "cluster" type world, as
defined int he concordance and pratical planetology,
then, yes it is considered a "planet" because all of
the asteroids are physically interconnected within a
relative constrained area.

On a related noted, the reference to within most
likely refers to the asteroids that are bound in the
center of the cluster as opposed to those on the
outside.  An asteroid would have to be extremely big
(at least for an asteroid) or have some kind of weird
magic hoodoo working for it to have a gravity plane
similar to the hollow world.

The way I picture Garden would be functionally a
massive tumbleweed with asteroids and smaller stones
affixed to the various branches and brambles that make
it up.  It would possible to move deep within the
planet by slowly forcing your ships way between
branches and stones, either by main force or using
poles and staves to move smaller object out of the
way.  You would probably reach a point where your ship
was simply too big to proceed farther, but someone on
foot would be able to disbark and continue pushing inward.
