I use a mixture of "high tech" races and magical races
in my campaign.  They way it works it that the laws of
physics work differently in each crystal sphere or
star system.  In some they are only slightly
different, and in others they are radically different.
 The result is that you have some spheres where
technology works and others where it doesn't but magic
does, and some where they both work to varying
degrees.  A race that used technology could go from
their sphere into one where it doesn't work, and once
inside the shell they would find themselves stranded
in a ship with no propulsion.

Also, to the techological races the space between star
systems has to be traversed by entering a dimension
called "subspace," which is very similar to the
pholgiston but not exactly the same.  It overlaps with
the pholgiston in only certain locales.  So you have
subspace "rivers" and pholgiston "rivers" that only
meet in certain specific places.  Magic and
technological societies can only meet in those places.

Technology could spread to every sphere, but since it
would only work in some of them the others would find
it useless and abandon it and never try to understand
it.

This way I can pick and choose whatever level of
technology or magic the players I am working with at
any time are comfortable with by playing on one world
or another, but in the overall scheme of things they
all fit together and there is the option to change the
level of technology avialable by moving to somewhere
else if we get bored and want to try something new.
