If you can take down sails on a ship then perhaps you can build windmills that work in a
similar way. When the wind picks up the sails could be taken in and the windmill could be
locked off facing the direction of the wind to minimise drag. If the base of the building
was designed to withstand hurricanes then the only weak link would be the join that lets
the top of a windmill rotate.

However, I think that you have another issue with windmills.

Most of them are made from wood and as far as I know there are no forests growing anywhere
in this crystal sphere. The dwarves would have to make all the buildings out of stone or
metal (including windmills).

I know that trees often survive forces like this by being flexible, so I'm not sure if a
stone windmill would be more or less likely to survive the wind.

Don't forget that you also have a river that falls almost 3 miles on the island. That
could power a lot of watermills. The dwarves could even put some of the workings
underground to protect them from the wind.
