Underwater greenhouses.

Normally these float with their top either just above water
level, or just under. It doesn't matter as long as enough sun
gets in. Making the roof of glass-steel woud help. Transparent
mithral? When a storm arrives, ballast (pumped in water) makes
them sink enough to the storm doesn't harm them. Return to the
surface after the storm.

As they are sealed, keeping the soil free of metal contamination
is not a problem, but, you will need to replace whatever the
plants draw from the soil. Mayb processed sewage? After all, you
make sure the food was safe to eat, so it is a pity to waste
anything! [grin]
