Hmmm..............good concept, but after 5,000 years as an Arcane sponsored
facility I doubt there would be much monster population left, particularly
of that level. When you have ships transporting exotic materiels to the
arcane for helm fabrication and such you generally clean house to ensure you
don't lose product.  Then again maybe the Fleet has devices that repell them
(arcane provide of course) so any ship without a Fleet escort gets attacked.

I'm also thinking something along the lines of a small Epic Level encounter
in the form of an Arcane stellar research facility. Woe betide he who
intrudes there....
