I have adopted a similar take on things in my game. It is expounded unpon in
the Gragonstar campaign setting (BTW, I am soon to be working up a
Spelljammer/Dragonstar crossover adventure for my igh level game.)

PErhaps ties with the Arcane and the city f Union (it is Epic Level
according to the original write up...)

Actually ther are sixteen core factions. The following chant gives you the
run down:

Also, I have to look it up, but some of them were destroyed and all the
factions were booted out of Sigil in the Faction War. I am trying to find a
copy of it now so I can get the proper info.

Well, my tolerance for gaming based fiction is extremely low. I tend towards
heavier stuff and very little of it grabs me. I simply read them as possible
source material for flavor and atmosphere. I did actually use two scro
speeches from the books in my campaign so it was helpful. Just not really to
my own personal tastes.
