I'm afraid that's about it. I placed it on the back burner.

It does tie in with my pet theory that each crystal sphere is in fact
an alternate prime material plane (explaining why some spheres have
different physical rules, ect). That theory is also at the heart of
why 'common' tongue is the same in my campaign whether from Toril,
Oerth, Krynn, or where ever. A sort of Unified Theory of the Spheres
and Planes. But it is just conception in my mind, I haven't had time
to write it up.

yes, I was as well. Each planet being somesort of headquarters for
each faction.

>Perhaps a Lady of Pain type figure that prevents out and out warfare

I think that is a somewhat over-used device, but workable here. I
think the sphere already has something along those lines... yes, here
it is.The Rational Order of Magistrates, based on the moon Borden,
which revolves around the neutral planet Ge'Neva (gee, clever word
play... ). Aside from the description of the Order as a merchant
group and a discussion of the sphere's large space forces, they are
pretty undefined. This sphere is just _begging_ for a nice, revised
write up. I think the tie in with the Planescape factions is still
the way to go. I don't have enough Planescape products to know which
would be the absolute best match for which world.

Hmmm... that might be a good topic for the group to discuss... I
don't know much about the factions, but i know there are more than 9.
Perhaps this _is_ a 'retirement' sphere, and the folks who retire
here retire from Sigil? What are the 9 most important factions on
Sigil?

Good thought.

I am keeping as much as possible:) The NPC, groups, ect are all
still present. This is actually a write up that i hope to finish in
the next few months, since I'm sending my Jammers group there when
they get back from the Isle of Dread. :)

Most of those novels are pretty decent, even quite good by licensed
fantasy world standards. You only have to chuck out the last one...
which was horrendously bad I agree. :)

Of course, much of it depends on when your game is set, time wise.
My game began in the middle of the series, so ignoring that final
abomination is easy. :)
