The information you're looking for is in the War Captain's Companion (Book 
1: War Captain's Guide, p. 66). More specific information about ultimate 
helms can be found in Legend of Spelljammer (most especially the Legends 
and More booklet, pp. 26-30). Most or all of it is not very 
edition-specific, so it should be easy to use in 3E. (Your use of the word 
"epic" implies that you're running 3E).
 
In the Cloakmaster Cycle books, Teldin Moore flew ships through space with 
his ultimate helm at five times normal interstellar speed. However, I've 
looked hard, and I can find no reference to this in gaming material.
