More ideas (VERY rough)
1. A cult(s) of wildspace druids living amongst the foliage, they are sworn
to protect the new biosphere and prevent the ancient items of power in the
city from being unearthed.
2. Followers of / elementals in service to Tharizdun (or whatever the eveil
elemental lord is for the plane of earth.).
3. Isolated colonies of Xixchil or thri kreen. Insectoid adventurer races
should do fairly well in this environment. Thri Kreen also add another psi
active race to the mix. Particularly colorful if they are somewhat socially
devolved. The alternative is make them very magic/psionics heavy (they have
access to many items of power from the ruins)
4. A hive of Drommites (new insectile psi race from the 3.5 Expanded
Psionics Handbook) existing in the new foliage, economy is based on the
traffic of adventurers here to explore the ruins.
5. There are many possibilities for utilizing the Kamerel (from the
Planescape module Tales From The Inifintite Staircase). They are a race that
used to occupy the Outlands and fled millenia ago into the world inside of
mirrors. In a city called mirror there must be no end of reflective
surfaces....
6. Kindori Nomads harvesting Infinity Vine on the fringes.
7. A major Tenth Pit enclave exists in secret within the jungles surrounding
the city.
8. Exploratory parties of Seekers seeking forgotten lore.
9. If you are playing 3.5 perhaps applying the Fiendish template to all
encountered (fallout from the ancient weapon that created the plantlife)
10. The ancient weapon was actually a fiendish hybrid of Infinty Vine
crossbred with starfruit plant (the basis of all the elven biotech). This
accounts not only for the incredible rate of expansion, but also the range
of dangerous and carnivorous mutations.
