The elves are the major power in my game too, and they too are very annoying
because they pry into everything.  But the goblinoids are a minor power that
never really learned to spelljam.  So the elves pry and stick thier noses in
everywhere because they are "protecting the galaxy from the illithid menace"
and they have to know and control everything to achieve this end, in thier
minds anyway.

Humans also spelljam, but they have no organized navies like the elves do so
they are mainly encountered as a myriad of inrelated merchants and small
mercenary or adventurer groups.
