Actually there's nothing illegal about either, by definition.  The
interesting thing about legality is someone has to write a law to
define something as illegla and that law only applies in its
jurisdiction.  Countires bribe and blackmail each other all the time.
Are you saying they're always being "illegal"?

Not sure what "could" is supposed to mean.  You've obviously never been
exposed to traditional Arab culture, where gifts are given continually.
 It's the expected way of doing things and not taken as a bribery by
anyone, though they certainly hope to gain influence when doing it.

Whose law?  And why would a lawful GOOD person ever follow the lette of
the law?  They temper the law with GOODNESS, you know, things like
compassion.  So they try to follow the intent of the law.  And again,
whose law?  The law of nature?  The law of her superiors which is the
only law she's actually sworn to uphold?  The law of her deity?

Actually most people are neutral.  They couldn't give a dungheap one
way or the other as long as their asses are fat, dumb, and happy.

What other solutions?  You mean like recognizing the fact that nothing
in her description is in violation of her alignment?  Or you want her
to ride through the streets beheading all the locals because they're
all corrupt (its that type of place) and that's the law (usually
selling out your country is treason, punishable everywhere there're no
flower children by death).
