Bribery and blackmail, by definition are illegal. In some societies, it
could be normal to offer a "gift" for assistance with things, and in
that way win influence, but if it is known that gift is just a nice word
for bribery, then it's still bribery.

More practical to simply make her NG. Or NG with lawful tendencies. Her
Superiors would give her a job. A Lawful Good person, would follow the
letter of the law, and simply report their failures. A Neutral Good
person, would get the job done, so long as no one is hurt or killed, and
their personal code of conduct isn't broken, and probably without
breaking too many laws. Most people are really NG with chaotic or lawful
tendencies anyway. Making her NG changes nothing other than the one
letter. Other solutions for making her fit the rules (change her
behavior, or change the society she's in) seem like more trouble than
it's worth.

How do you get that? Bribing and blackmailing rather than slaying out
of hand and creating mass anarchy seems a very Good way to do business,
particularly if you don't have or don't want to use outright force.
It's extremely lawful if that's her orders from her superiors (who are
probably CG but I won't get into that).
