Interesting place, I like it a lot.  I have some qualms with the very beginning though.

Receiving bribes from all quarters is not definitly not Lawful (maybe LE
but they're weird), unless bribery is legalized in the city in which
case it would likely be name changed to donation, or some such.   It
could also be argued that its not Good as well.   Rylor Hartin would
probably be NG at best but more likely N.

With Besulam again, bribery is not a lawful good practice.  The word
bribery implies illegality, where as donation or the like does not
(unless it is put in "" in which case it usually means a bribe).
Blackmail is absolutely 100% not LG, and would almost certaintly be
considered an evil practice.  Using bribery and blackmail to keep
someone (or a group of someones) in line would defintitly give her an
evil alignment, likely LE.




Proverb:  Give a man a fire and he will be warm for a day.  Light a man
on fire and he will be warm for the rest of his life.
