Heh, I'd be too busy laughing at the player that'd make such a
suggestion. I'd only allow the blimp to work because as the original poster
pointed out, it can be folded in like rigging, so thus would count as really
fancy rigging in my book. A layer of concrete would, of course, be
exceptionally heavy causing the frame to collapse due to the weight. Or it
would be so thin that it would amount to a coat of paint, which in turn
would amount to a big fat nothing in game terms.
Really, the only benefit I could see to a blimp would be lots of air; I
think I'd rule it a MC G and a max SR of 2. And of course, the blimp itself
would be a nice fat target (AC 10, possible even worse), and with only a
couple of hits, it collapses in on itself. Basically, you get some air
benefits, but a whole mess of problems to work around. :)
