Realms supplement I don't own, it *doesn't exist* in my campaign. No matter
how much a player whines and moans, it just isn't there. If a player wants
something bad enough, he can buy me the supplement it's in. I got _Waterdeep
and the North_, and _The Complete Bard's Handbook_ in just that way.
(Actually, if it's a small thing that doesn't affect game balance, but does
enhance role play, I usually agree without having to own the book.) As far
as players getting out of hand, that's when this DM starts to have an
alignment shift! One PC was just too good to follow established rules, and
landed his squidship in Waterdeep Harbor, right next to the dock. Then the
player looked at me as if to say "what are you going to do about it?" So
Blackstaff came raging out of his tower, polymorphed the PC into a cute
little white rabbit, and confiscated the ship. When he was returned to his
own form, by a wish from another member of the party (who was mad at the PC
for behaving so foolishly, and wasting a wish), I just looked back at him
with a "that's what I'm going to do about it." The party had to start at
ground zero and try to find or buy another ship. They were not happy with
him, but he didn't get uppity again! After 4 game-years in the Realms, they
finally were able to get a new wasp, and leave.

I am like that.  With practically every game i run, i have hose rules.  RULE
1 of all house rules, is it does not exist in my realm unless i have that
book.  And even then, sometimes i make an addendum to that rule of "these
are the only books (or sections from books) that are in use.  All else is
unusable.

As to your tactic on that 'pc'.  well done.  Personally i wuold have hit him
with a domination, had him 'sell' the ship to Khelbun, and then had khelbun
sell the ship off and pocket the cash.....
