Not to start an alignment debate but this is chaotic or neutral ethics,
not a moral alignment.  Evil would be you're uncaring about others and
make/follow rules for personal gain.  Good people make and follow rules
to benefit everyone.  Neutrals make and follow rules simply to have a
structured society.  Scro laws and traditions will be very different
from those of good societies but they will be followed because the scro
are lawful.  Chaotic societies will have rules but individuals will
ignore them whenever convenient.
