I could see the scro keeping to rules of war as far as engagements and such
go. They are lawful and organized (trying to escape the legacy of Grumuush).
In my games they have behaved with honor, if you take it as read that they
see almost everyone as the enemy and there is no quarter for elves. At the
very least they will honor any treaties made (unlike the elves at Armistice,
their chief reason for treating the elves as outside the rules of
engagement).
